Mark Kaufman is the CEO of the Neighborhood Impact Investment Fund. A lifelong Baltimorean, Mark was most recently Executive Vice President at City First Bank, a Community Development Financial Institution with a 25 year history of providing mission-oriented capital in DC, Maryland and Virginia, and President of the bank’s non-profit holding company. Previously, he served as Counselor to the Deputy Treasury Secretary in the Obama Administration with responsibility for domestic finance issues for three years and as Maryland’s Commissioner of Financial Regulation for five years in the wake of the financial crisis. At the conclusion of his service, he was named Maryland’s Consumer Advocate of the Year by the Maryland Consumer Rights Coalition. In addition to his work in government, Mark has over 15 years of finance experience as an investment banker in Baltimore, with Alex. Brown & Sons and various successor entities. He is a Trustee and Director of the Enoch Pratt Free Library where he serves as Treasurer, a board member of the Jacob K Javits Foundation and a former board member of City First Enterprises.
Lori Glass is the Chief Lending Officer of the Neighborhood Impact Investment Fund. She has over 20 years of experience in impact investing and program development. Prior to joining NIIF, she was selected to build a new program at the Primary Care Development Corporation, a CDFI specializing in healthcare lending. There she launched a program funded by New York State created to increase access to primary and behavioral health care in underserved markets. From 2013-2016, she served as CEO for Appalachia Community Capital, a start-up loan fund established to leverage grant capital, foundation PRIs and bank lending in order to support under-invested communities. From 2003-2011 she worked at the Reinvestment Fund, where she was a member of the management team, led key efforts to launch the healthy foods financing program, and worked as a local market director. Lori serves as board member of the National Housing Trust Community Development Fund where she serves on the Loan Committee.
Sean is a Community Development Officer for the Neighborhood Impact Investment Fund. He is passionate about mission-driven investment that expands capital access and economic opportunity in low-income communities. Sean supports the CEO and CLO in underwriting, deal structuring, and promoting NIIF’s financing tools in Baltimore neighborhoods. He is also responsible for managing NIIF’s impact measurement and reporting systems. Sean brings extensive community development finance expertise, having previously spent five years as a senior member of BlueHub Loan Fund, a national CDFI with a focus on the east coast. Sean also worked at U.S. Bank for three years before joining BlueHub, where he oversaw portfolio analytics for several structured debt instruments. Sean has a Bachelor’s degree from Boston College, where he studied economics and math.
Kayenda is a Community Development Fellow for the Neighborhood Impact Investment Fund with a focus on operations and communications. She has recently graduated from American University School of Public Affairs with her Master of Public Policy. Throughout her career, she has devoted her skills to formulating and advocating for policy that stimulates economic growth and opportunities in low-income communities. Kayenda has previously worked with the US Conference of Mayors and AARP to develop efficient policy frameworks and advocacy strategies to better serve underserved communities and bring about racial and economic equity.
